This paper examines developments within the Commonwealth of Independent States (CIS) after the Cold War. The author specifically examines why the organization failed to trigger a process of institutional integration between its member states. He does so by analyzing the foreign policy agenda of Russia as the most important part of the organization. The document contains Polish and English versions of the study.
