This paper examines the democratic legitimacy of decision-making in urban planning processes since the 1990s. The study consists of qualitative comparisons of two recent conversions of former industrial sites into new urban neighborhoods in Zurich and Turin. The author shows that the increase in civic participation and the problems of legitimacy in governance are connected to a more general change in many fields of local policymaking with involvement from private companies as well as citizens.
