This briefing examines the linkages among the people whom Noordin Mohammed Top drew on for the July 2009 hotel bombings in Jakarta in an effort to understand his support base. It is focused on the local network, mostly on the island of Java. The authors explore why Noordin and his network have not only survived in Indonesia, but in some senses thrived.
