This paper critically assesses the World Bank's financial aid allocation practices during the 1990s. It examines an upbeat World Bank report presented at the UN Conference on Financing for Development in March 2002. The paper concludes that if scrutinized carefully, World Bank financial aid did not improve the course of the 1990s.
