This paper discusses challenges to reforming the electricity industry in Kosovo. It notes that in small- and less-developed electricity markets, reform may give rise to a dilemma: Technical circumstances favor the implementation of a model with few competitive elements, whereas political circumstances exhort a competition-oriented model. The author submits that liberalizing Kosovo's electricity market and welcoming international investment may provide a solution to this dilemma.
