This paper criticizes the World Bank as overly optimistic in its projections to improve the effectiveness of aid by concentrating it on countries that exhibit good governance. It shows that less aid actually correlates with higher growth rates and better domestic policies. The author urges a paradigm shift from country-oriented to issue-oriented aid, and calls for the establishment of a supranational endowment fund to channel and finance the aid.
