This report provides information and analysis on the performance of multi-level governance and subsidiarity in European food safety policy. The authors concentrate on the national-supranational and the public-private dimension. Particular attention is given to market structures, industrial self-regulation, and compliance strategies. After discussing the pros and cons, the report concludes that a centralized agency model of risk-assessment and risk management may be less problematic than multi-level governance in terms of the effect on markets.
