This report contains essays that analyze the arguments put forth by Russian arms control policy-makers. It specifically reviews the impact of changes to the anti-ballistic missiles (ABM) treaty, as a result of defensive weapons deployment. The authors explore trends in setting up large-scale anti-missile systems, and discuss the possibility of a collective defense system. The report concludes that the majority of arms control theorists oppose deploying ground scale or spaced-based deterrents.
