This report by UN Secretary-General Kofi Annan outlines his plans to reform of the world body so that it may better face the challenges of the 21st century. Outlined in the report are suggestions to enlarge the Security Council, introduce new guidelines on the use of military force, new strategies on how to achieve the Millennium Goals, and proposals on how to strengthen the UN so that it can better deal with issues such as development, terrorism, genocide, and ethnic cleansing.
