This paper develops a comprehensive theoretical concept for analyzing two types of asymmetries found among countries that are included in the European neighborhood policy: Azerbaijan, whose economy strongly relies on its resource base, and Ukraine, which depends on EU cooperation, especially with respect to trade. The authors thereby consider both rational cost-benefit as well as constructivist norm-oriented national strategies. Furthermore, the authors contrast both national strategies to bilateral, regional and multilateral EU strategies for democracy promotion, economic cooperation, justice and home affairs cooperation, and conflict resolution in the European neighborhood.
