This paper explores the challenges to and strategies for skills development in India. It argues that India stands to benefit from a demographic dividend since the majority of its population is of working age; however, in order to effectively exploit this advantage, the workforce must possess adequate and appropriate skills. The paper surveys India's higher education and technical training infrastructure, and assesses the merits of the government's National Skill Development Policy launched in 2009.
