This brief explores two theses on the influence of Russia on developments in the Baltic Sea region. First, the opportunities for the Baltic Sea region are essentially determined by factors of high politics. These mainly have to do with Russia. Second, these determinants, combined with current Russian authoritarianism and controversial security policy, notably in the Caucasus, imply less than bright prospects for the region. However, the author argues, Nordic cooperation is regaining momentum.
