This paper analyzes the vulnerability of the middle class in Latin America to the neo-liberal policies implemented in the region during recent decades, and discusses policies and programs to promote the building and strengthening of democratic processes throughout the region. Changes in the Latin American middle class are examined, and the authors argue that an important role of the middle class is as active participants in democratization and in the development of an inclusive and equitable society. In order to fulfill this role, the implementation of policies and programs that promote the participation of the middle class in the public sphere will be required.
