This paper examines the issue of camps in Libya and Morocco which hold immigrants and asylum seekers hoping to make their way to Europe. The author examines the situation through a double lens: immigration as a security issue, and as a humanitarian crisis. She concludes by commenting that the issue of immigration is intimately linked to tensions between policing and protection regimes in Europe.
