This publication, a summary of a 2009 report and workshop by the Henry L Stimson Center, discusses the issue of lack of criminal accountability for non-military personnel serving in UN peace operations. It examines initial steps taken by the UN to try remedy the problem, before discussing the two-step solution proposed in the report. The publication then outlines the workshop participants' assessment of the political feasibility of the suggestions, before concluding that in order to retain integrity, the UN must undergo an internal paradigm shift away from a mentality of total protection of its staff.
