This publication discusses UN Security Council Resolution 1540 as a security/development model - one which the author argues presents an important opportunity for progress in the field of nonproliferation. The author evaluates its implementation in the Caribbean Community (CARICOM), before discussing the application of CARICOM's 1540 implementation strategy to Central America, Southeast Asia and the Middle East. The author concludes that the Resolution provides a unique opportunity for poorer countries to tap into 'dual-use' security-related assistance.
