This monograph examines the 1973 Arab-Israeli War and the 1991 Gulf War and identifies factors that should be kept in mind during limited wars involving nations possessing chemical or biological weapons or emerging nuclear arsenals. In these example cases, the author posits, wars that were fought at the conventional level did not escalate to the biological, chemical or nuclear levels, despite a significant threat. The author seeks to answer why this was so.
