This monograph examines the changing security environment in Latin America. The author identifies private military organizations, particularly the Zetas in Mexico, as drivers of a dangerous new dynamic in the regional security context. The author examines the Zetas in more detail and suggests ways in which political and military leaders should respond to the challenge.
