This brief outlines the major Pakistani Taliban factions, their differences and the dynamics of resistance that have led to their joining forces despite their considerable differences. The author recommends a US/NATO policy of differentiation based on awareness about differences in agenda, attitudes towards negotiation and peace deals, local grievances and the dynamics of resistance.
