This paper discusses the problem of violent attacks on development and humanitarian personnel. Its key findings include that one in five aid workers is confronted with serious security incidents and that aid workers in general are cut off from assisting people in need because of armed threats. In order to respond to this problem the authors provide recommendations to governments on how best to address gun violence and regulate the trade in arms.
