This publication argues that an unconventional diplomatic partnership between India and Australia could be a test case for the larger challenge of how to bridge old divides on nuclear and security issues. The authors take longstanding differences between the two states as typifying entrenched divisions between western and nonaligned states. They address geopolitical and geostrategic issues related to state priorities framed with reference to the Nuclear Non-Proliferation Treaty (NPT) and Comprehensive Nuclear Test Ban Treaty (CTBT).
