In January 1969, the Political Consultative Committee (PCC) of the Warsaw Pact decided to set up a Committee of Ministers of Defense (CMD) as an advisory board on defense policy, which met in periodic sessions to work out recommendations for the improvement of combat strength and combat readiness. This dossier provides the agendas of the CMD meetings. It also includes an account by Anatoly I Gribkov, chief of staff of the Warsaw Pact’s Unified Armed Forces in 1976-89, and analyses by experts on Cold War history.
