This article outlines a new conceptual framework to encourage nuclear weapon states and non-nuclear weapon states to share responsibilities for designing a nuclear weapon-free world. The author argues that the Nuclear Non-Proliferation Treaty (NPT) is not comprehensive enough and that the international community needs a new plan for a future nuclear fuel cycle regime. The author urges extended deterrence and a proper response to nuclear breakout dangers.
