Events such as the establishment of the European Security and Defense Policy and the founding of the Rapid Reaction Force have drawn policymakers' attention to the European armaments market. This paper examines the increasingly European framework in which armaments policy is being tackled. The author asks whether a European defense industrial policy is emerging, and, if so, what factors are driving it. She attempts to answer these questions by tracking the moves of the main protagonists (firms, states, and European institutions). The paper concludes with a critical assessment of the emerging policy agreement.
