This paper provides ideas on content and method for the development of a new Strategic Concept for NATO, based on experience with the development of the Strategic Concepts of 1991 and 1999. The author proposes a strategy of 'cooperative security', involving allies and partner states, Russia and various institutions. Within this framework he covers numerous topics, ranging from nuclear issues, peace missions and cooperation with international and nongovernmental organizations, to NATO Enlargement, arms control and new areas for NATO activity. He concludes that the most salient requirements for NATO appear to be a reevaluation of NATO's purpose and a re-commitment to solidarity.
