This report is based on a workshop that explored the linkage between Iraqi reconstruction, security and a political process of national reconciliation. The first part of the report examines security in Iraq today. The second part deals with the strains on security and progress and identifies key issues for the new Iraq. The last part examines the evolving nature of the Iraqi state and prospects for the future.
