This paper evaluates the development of the EU strategy of lifelong learning. The author reviews the implementation of the Lisbon Agenda as presented at the EU Summit in March 2005 and discusses its impact on the Stability and Growth Pact and the drafting of the EU budget for the 2007-2013 period. The author argues that the member states need to politically commit to improving and reforming their educational and training systems and that the separate education and training committee structures need to merge in order to make the lifelong learning project a reality.
