This paper discusses military and peacekeeping approaches to civilian protection from violence in non-permissive areas. The paper uses the Darfur case as a template for a more general analysis of international operational capacities for conducting missions aimed at protecting civilian lives. The report argues in favor of shifting the basis for action in civilian protection from the right of humanitarian intervention to the responsibility of protecting civilians if states fail to offer protection and if large-scale loss of life or ethnic cleansing transpire.
