This paper analyzes Bangladesh's Poverty Reduction Strategy Paper (PRSP), which is part of the country's effort to pursue poverty reduction with the financial assistance of donor countries and looks at the role of the state elites in it. The authors find that although the PRSP process gives a key role to bureaucrats in policy formulation and implementation, civil society is playing a progressively important role in influencing policy the agenda.
