This paper examines the concept of provincial reconstruction teams (PRTs) that combine the instruments of security, foreign and security policy as well as their efficacy in the Afghan theater. The author aims to provide a humanitarian perspective to the ongoing debate about PRTs as a role model for civil-military relations. He also analyzes the security dilemma in Afghanistan and the impact of the PRTs on the delivery of humanitarian aid in the country.
