This paper provides a summary of the first EU-Japan think tank roundtable on global governance held in Tokyo in January 2005. The background of the discussion is the UN High-Level Panel Report (HLR) containing an analysis of the challenges, difficulties, and issues the UN faces today as well as proposals for a possible reform of the collective security system. In a first session the participants give their opinions concerning the HLR's recommendations regarding issues such as the reform of the Security Council, peacebuilding, the use of force, and the Human Rights Commission. The second session focuses on the role of international institutions such as the WTO and the IMF and the need to strengthen them. The final session features a comparison of European and Asian regional integration. The authors conclude that the roundtable was a useful means of discussing agreements and disagreements on global governance between Europe and Japan.
