This report assesses the potential threat of lasers to aviation safety and security. The author examines the concern that terrorists may seek to acquire and use higher-powered lasers as low cost weapons to incapacitate pilots. In conclusion, the report examines possible options to mitigate flight crew exposure to lasers, the regulation of laser devices, the need to amend criminal statutes associated with flight operations interference, eye protection for pilots, laser free zones around airports, and public education regarding the aviation safety risks posed by lasers.
