This report describes the use of military aviation against non-state actors and presents aviation options for combating terrorism and counterinsurgency. The authors provide background information on terrorism and discuss security challenges presented by non-state actors. They argue that military aviation needs to adapt in order to acquire the capabilities necessary to conduct non-conventional warfare.
