This report analyzes North Korea's nuclear program within the context of the six party talks. The author considers the implications of the nuclear program for US foreign policy. The report states that a main objective of the second Bush administration is to dismantle North Korea's plutonium and uranium-based nuclear programs. The report stipulates that China, Russia, and South Korea prefer channelling negotiations through the six party talks rather than supporting US bi-lateral negotiations with North Korea.
