The article examines whether there is a contradiction between the Kyoto Protocol and the Lisbon Agenda set by the European Council in 2002. As the author argues, the European Emissions Trading Scheme (ETS), established by the EU in order to meet the requirements of the Kyoto Protocol, does not adversely affect the goals of the Lisbon Strategy which aims to make Europe a dynamic and competitive economy. However, the author spots the existence of uncertainties, namely the possible price fluctuations in the emissions market that could distort the whole economy. The author concludes with the assessment that the ETS is an effective tool which, with some improvement, could become an effective EU policy against pollution.
