This report discusses key issues and challenges facing the Organization of American States (OAS). The report describes the organization of the OAS, addresses its funding issues, and traces its progress on key topics such as human rights, democracy, and anti-terrorism. The report concludes with reference to the main topics that remain outstanding as of May 2005: budget limitations and the search for new leadership.
