This report reviews the implementation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The report asserts that the nuclear non-proliferation regime needs to be strengthened. The authors perceive the issue of how to balance a perceived need for greater controls with treaty provisions that ensure the right to peaceful applications of nuclear technology as a key problem that needs to be addressed and resolved. The report concludes that the congressional actions of the US play a role in US non-proliferation policy and, as such, affect the success of the NPT and the non-proliferation regime.
