This paper examines the Conventional Armed Forces in Europe (CFE) Treaty in terms of the process and prospects for final implementation in November 1995. It describes the treaty and the challenges posed by the disagreements between NATO and Russia over the limitations imposed on Russian forces in Leningrad and the North Caucasus military districts. It analyzes the positions of the primary NATO members as well as those of Russia and Ukraine, and discusses the treaty in the context of Russian foreign policy and conventional arms control efforts.
