This monograph includes two papers exploring the revolution in military affairs (RMA) in China and the country's role as a military competitor to the US in the 21st century. It examines the effect of economic and sociocultural factors on China's capacity for military change, innovation and adaptability and their impact on China's progress towards a RMA. The first paper argues that history, culture and philosophical values will make it difficult for China to participate in a RMA. The second contends that overall, the People's Liberation Army will remain behind the US Army in terms of its ability to participate in a fully developed RMA.
