This monograph contains two papers that offer diverse perspectives on China's political and strategic changes in the post-Cold War era and their implications for US-Chinese relations. The first paper analyzes China's political system, arguing that political pluralism and democracy in China will be unlikely without fundamental regime change. The second reviews China's defense policy and the strategic shift it experienced in the 1980s.
