This report documents a conference on EU actions under the Common Foreign and Security Policy (CFSP). It evaluates the EU's ability to move from declaratory statements to operational actions, discusses the CFSP process, as well as EU enlargement and US-EU relations. The authors examine the bureaucratic politics of the CFSP in the EU and focus particularly on the central roles of Germany, France and Britain in relation to the CFSP.
