This paper provides a brief history and a review of the debate between the legislative and executive branches of the US government regarding policy in the Korean peninsula. It examines the debate surrounding the ratification of the Mutual Defense Treaty in 1953, and the US Senate's decision to attach an 'understanding' to it. The author explores the role of various US presidents and their efforts to reduce the US troop presence in the region. He also analyzes decisions made by the Bill Clinton administration, nuclear weapons concerns in North Korea, and the US military presence in the region.
