This paper provides an account of the US national security strategy formulation process for six reports. It analyzes the process and substance of these reports and reviews the political context in which the reports are produced, drafted and approved. The author reviews major security considerations in each US National Security Strategy Report (NSSR) from 1987 to 1994.
