This paper examines Ukraine's motives behind signing the 1994 Nuclear Non-Proliferation Treaty (NPT), the implications for its national security and its relations with Russia and the US. The author contends that nuclear weapons control in Ukraine has repercussions for European and Central Asian security on issues of proliferation, as well as in relation to deterrence and the use of nuclear weapons for political bargaining.
