This paper analyzes the effect that measures such as the Returns Directive has on the external relations and image of the EU abroad. It also scrutinizes the way in which member states are implementing this particular directive and recommends options to transpose it, taking into consideration the concerns expressed by Latin America. The author ends with some conclusions and policy recommendations.
