This monograph explores US national military strategy and the role of change and continuity in the dual aftermath of the end of the Cold War and the US military victory in the Persian Gulf in 1991. It points out that the US military is caught between having to trim its size and force structure on the one hand, and preparing for a plethora of non-traditional missions on the other. The author argues that despite the vastly changed world order, basic principles of international relations endure and the US would be ill-served by abandoning them.
