This monograph explores the historical and strategic dimensions of the territorial dispute between Ecuador and Peru that erupted into armed conflict in February-March 1995. It argues that if left unresolved, the conflict risks giving rise to a more devastating war. The author proposes a basis for conflict resolution and provides specific recommendations for policymakers in Washington, DC and across the inter-American community.
