This paper introduces the organizational concept of 'Teams of Leaders' (ToL) as an approach to collaboration and cooperation among people and bureaucratic entities. It highlights the challenges of cooperation and collaboration, describes background and nature of ToL, and outlines what it does. Finally, the author underlines the significance of the concept, arguing that ToL works and helps to solve intricate problems.
