This report offers two competing interpretations, from two different authors, of Russia's efforts to establish national security priorities and military doctrines from 1987-1994. One assessment argues that Russia retains the Soviet Union's outlook of viewing the West primarily as a potential enemy. The second assessment argues that Russian military doctrine reflects a purely national concept of self-interest and threat assessment that is not ideological in nature.
