This report analyzes the key factors that shape China's domestic and international policies. The author contends that Chinese policymakers see the world in balance-of-power terms and are hostile toward the efforts to construct multilateral regimes in international politics. The author explains that in China's view the nations setting the agenda for multilateral regimes are working to serve their own national interests in a way that is contrary to the aspirations of emergent powers. The report describes several competing outlooks on US-China relations and concludes by offering suggestions on the US-Chinese relationship for US policymakers.
